How to use it
startTick and endTick are ticks of the day (0 is sunrise, 6000 noon, 12000 sunset, 18000 midnight). If the end is lower than the start the period wraps over midnight, for example 13000 to 23000 is the night. useFullTime uses the full world time instead of the time of day.
